France Excellence Eiffel scholarship

The France Excellence Eiffel Scholarship Programme is designed to support incoming mobility for international students with outstanding academic records.

It has two components: a master's level and a PhD level.

Master's level

The France Excellence Eiffel Scholarship – Master’s level provides financial support to international students wishing to pursue their studies in France by enrolling in a Master’s-level programme or an engineering degree programme.

Candidates wishing to be nominated by the University of Toulouse must submit a pre-application to the University. Pre-applications are then reviewed by the coordinators of the programmes applied for. Only candidates selected through this process will be able to prepare an Eiffel Scholarship application with the University of Toulouse.
 

Important: For Master’s-level applications, you do not need to contact the programme coordinator beforehand. Submitting a pre-application using the form below is sufficient.

Eligibility and funding

Who can apply?

To be eligible for the France Excellence Eiffel Scholarship – Master’s level, applicants must:

  • be foreign nationals. Applicants with dual nationality are not eligible if one of their nationalities is French;
  • be no more than 29 years old at the time of selection, i.e. have been born after 31 March 1997;
  • not be currently studying in France at the time of application;
  • apply for a programme that is eligible for the Eiffel Scholarship Programme;not have previously received an Eiffel Scholarship at Master’s level;
  • not have previously submitted an application for the Eiffel Master’s component that was unsuccessful in a previous selection round. In such cases, a new application is not eligible, even if submitted through another institution or in another field of study.

Important: Students cannot apply directly to Campus France. Applications must be submitted by a French higher education institution. In addition, an applicant may only be nominated by one institution.

Eligible programmes and fields of study

Eligible programmes

The following programmes are eligible for the France Excellence Eiffel Scholarship – Master’s level:

  • programmes accredited by the French State leading to a qualification conferring a Master’s degree;
  • engineering degrees;
  • Master of Science (MSc) programmes, only when accredited by the Conférence des grandes écoles (CGE).

Programmes delivered outside France, distance-learning programmes, and programmes undertaken under an apprenticeship or professional training contract are not eligible.

Eligible fields of study

The Eiffel Programme covers seven main fields of study:

Scholarship duration
Duration
12 months maximum for enrolment in the second year of a Master’s programme (M2)
24 months maximum for enrolment in the first year of a Master’s programme (M1)
36 months maximum for an engineering degree programme
What does the scholarship cover?
Recipients of the Master’s-level Eiffel Scholarship receive a monthly allowance of €1,200, in addition to several services covered by Campus France.

These include: 
  • round-trip international travel in economy class, as well as certain transportation costs within France to reach the place of study; 
  • temporary health coverage upon arrival, followed by supplementary health insurance at no additional cost once affiliated with the French Social Security system; 
  • assistance in finding accommodation, with the possibility of being offered housing in a Crous university residence or a private residence; 
  • access to cultural, sports and leisure activities offered by Campus France at preferential rates.

Please note: The France Excellence Eiffel Programme does not cover tuition fees. However, scholarship recipients enrolled in a national degree programme or an accredited engineering programme at a public institution under the authority of the French Ministry of Higher Education are exempt from registration fees, in accordance with the applicable regulations.

Application procedure

How to apply?
Students cannot apply directly to Campus France for the France Excellence Eiffel Scholarship. Applications must be submitted by a French higher education institution.

To be nominated by the University of Toulouse for the Master’s-level Eiffel Scholarship, you must follow the steps below:
1. Choose your programme
Browse the University of Toulouse course catalogue and identify the exact Master’s-level programme or engineering degree programme you wish to join.
2. Submit your pre-application by 15 November 2026
Complete the pre-application form available below. Before you begin, please prepare the following documents in digital format:
  • a copy of your identity document;
  • your CV, in French or English;
  • a copy of your most recent degree certificate(s) and, if available, proof of your academic ranking;
  • your academic transcripts for the last three years, as well as any additional transcripts you consider relevant to the assessment of your application;
  • a language certificate or diploma, where applicable.

You will also be asked to specify the University of Toulouse programme for which you wish to apply, provide a link to the programme webpage, and answer a few questions about your motivation and career plans.

You do not need to contact the coordinator of your chosen programme beforehand.

3. Review of your pre-application
From 15 to 29 November 2026, pre-applications are reviewed by the coordinators of the programmes applied for.
4. If your pre-application is selected
From 30 November 2026, the University of Toulouse will contact you and, together with the relevant programme, assist you in preparing your final application for the France Excellence Eiffel Scholarship.
5. Submission to Campus France
Once finalised, your application will be submitted to Campus France by the University of Toulouse. You do not need to submit an application directly to Campus France. The deadline for institutions to submit applications is 6 January 2027 inclusive.

Selection of your pre-application by the University of Toulouse does not guarantee that you will be awarded the scholarship. The final selection is carried out as part of the France Excellence Eiffel Programme. Campus France states that applications are assessed by a committee made up of seven panels of experts.
Pre-application form

PhD level

The France Excellence Eiffel Scholarship – PhD level enables international PhD students to carry out all or part of their PhD in France as part of a research project supported by a French institution.

Candidates wishing to be nominated by the University of Toulouse must submit a pre-application to the University.

Before submitting a pre-application, candidates must have identified and contacted a lecturer-researcher or researcher at the University of Toulouse who is willing to supervise or co-supervise their PhD, and obtained their support.

Once this support has been obtained, candidates may submit their pre-application to the University of Toulouse. They will then receive support in preparing their final application for the France Excellence Eiffel Scholarship.

  • be foreign nationals; applicants with dual nationality are not eligible if one of their nationalities is French;
  • be no more than 35 years old at the time of selection, i.e. have been born after 31 March 1991;
  • submit a PhD research project falling within one of the fields of study eligible for the Eiffel Programme;
  • have obtained the support of a lecturer-researcher or researcher at the University of Toulouse;
  • not have previously received an Eiffel Scholarship at PhD level;
  • not have previously submitted an Eiffel PhD application that was unsuccessful in a previous selection round.

Unlike the Master’s component, candidates who are already in France may be eligible for the PhD component, although candidates studying abroad are given priority.

Scholarship duration
The France Excellence Eiffel Scholarship – PhD level is awarded for a maximum period of 12, 18 or 36 months in France, depending on the year of enrolment in the PhD programme and the candidate’s situation.
  • 36 months maximum: for enrolment in the first year of a PhD, for first-time arrivals in France only. This duration is not compatible with a joint PhD agreement (cotutelle). 
  • 18 months maximum: for enrolment in the first or second year of a PhD, as part of a joint PhD agreement (cotutelle) or co-supervision arrangement. 
  • 12 months maximum: for enrolment in the second or third year of a PhD, as part of a joint PhD agreement (cotutelle) or co-supervision arrangement.
For 12- or 18-month scholarships, the stay may be divided into several periods. Each funded period must last at least 6 months, and the overall mobility period may not extend beyond 3 years, including periods spent outside France.

Please note: the scholarship only funds periods spent in France.
What does the scholarship cover?
Recipients of the France Excellence Eiffel Scholarship – PhD level receive a monthly allowance of €2,000.

In addition to this allowance, Campus France covers several services, including:
  • international travel and certain transportation costs within France;
  • health coverage;
  • assistance in finding accommodation;
  • access to certain cultural activities.

Please note: The Eiffel Programme does not cover tuition fees. French Government Scholarship recipients may, however, be exempt from registration fees when preparing a national degree at eligible public institutions.

How to apply?
1. Identify a PhD supervisor
Browse the doctoral schools and research laboratories of the University of Toulouse to identify a lecturer-researcher or researcher who may be able to supervise or co-supervise your PhD.
2. Obtain their support
Contact this person and obtain their agreement to support your application for the France Excellence Eiffel Scholarship.
3. Submit your pre-application
Once you have obtained their support, complete the University of Toulouse PhD pre-application form.
4. Prepare your Eiffel application
The University of Toulouse will assist you and your PhD supervisor in preparing the final application, which will then be submitted to Campus France by the University.
